Why don't the screw holes line up with the car?

Why does the frame stick out instead of sitting flush against the bumper?
Some vehicles — particularly newer models — have a recessed plate mounting area molded into the bumper. A frame with any real thickness or a raised lip will sit proud of that recess instead of flush against it, even though the plate itself fits the frame fine. Why did a frame that fit my last vehicle not fit the new one?
